See, I know how to do it. But the problem is, how do I cover the entire page. Most word documents are set at 500% or Auto. I tried both and neither worked. Please help!!

Either in your external stylesheet or in the section of your page, put the following:

body {
background: url('link_to_image') center no-repeat fixed;
}

be sure to replace link_to_image with something like images/picture.gif or whatever your watermark picture is.

If you're using Word, choose "Format Picture", choose the height and width under the "Size" tab. Under the "Picture" tab, choose "Washout"; Under the "Layout" tab, choose "Behind Text".

at the bottom of your code add

if you make image.phg transparent you'll be able to see through it - although i dont think you'll be able to click anything as it sits on top of everything

This puts a watermark background image that doesn't move even when you scroll.
