i removed an old carpet from outside concrete steps and some discoloration remains. any cheap, easy quick fix?

Try muratic acid. Make sure you protect any grass or plants. Apply it, let it sit and then rinse off. Follow any directions on the label.

There are a couple different things you might want to try or consider, the first being straight bleach during the sunniest part of the day, just don't walk on it and track it onto your carpet inside! Otherwise if the stain is persistent you can always use a concrete paint and cover any anomolies.
