a "Stay of Execution" means that the execution has been temporarily "stayed" or "postponed." The execution cannot take place until the Stay is lifted. Often, a stay is granted when a judge believes that more time is needed to make a decision concerning an execution. A "stay" means to put a hold, so a stay on the execution means a hold on the execution, to wait for further direction, more information, etc.
Example: a person who is to be executed must be "sane" at the time of the execution. It is considered cruel and unusual to kill a mentally ill person.
If the person takes drugs to be "sane", they can be killed...
but if the meds stop working right, which can happen, or if the prisoner somehow has gotten rid of the meds and stopped taking them (hiding under tongue, vomitting, etc.)
then the person needs to be evaluated at a later time, before the execution can take place.
If there is new DNA evidence (rare, but it has indeed happened), then there may be a stay placed on the execution until the courts can review it and decide further.
