It's possible that your fish doesn't have a weight problem. Some varieties are bred for a rounded body (orandas, fantails, lionheads, ranchus, pearlscales, ect.). These types usually have a double tail, which also makes swimming more difficult. In addition, moors, telescopes, bubble eyes and celestial eyes have vision problems on top of the body shape, so they're slower still to find food. If your "overweight" guy is one of these and the others are "commons" with a single tail, he's always going to have a problem getting enough food. These types shouldn't be mixed for this very reason. You may nee to get a sinking food and place some within east reach to be sure he's getting enough, or using a tank divider to sepatate the types.
Others have already mentioned the possibility of bloat (which is usually too much food, or an improper diet) and dropsy (in which case the scales will stick up). These are another issue altogether.

This has happened to me to dont feed it for 1 week strait all fish can live extremely long times with out food myn can live up to 3 weeks without food so just dont feed it for a week and if yu dont like that idea then just dont feed it every other day
ALSO PUT HIM IN A SMALLER TANK SO HE WONT EAT THE OTHER FISHES FOOD!

Personnaly I would use a fillet knive...just make sure it is near razor sharp and you angle the blade properly to avoid trimming some of the fat off of your own hand.
Good look, and hey, send us some before and after pictures if you choose to use this method...
And regarding Yarrow and the excercise wheel...you can try using a handheld blender forcing the fish to swim against the current...just becareful not to put the blender too far into the bowl of you might get results...you would not quite enjoy

its unlikely he is overweight. sounds like he is constipated or has parasites or a bacterial infection.
if he is constipated, you can get a cooked pea and squish out the inside, and feed him the mushy part for a couple of days.

you sure she's not pregnant? i guess you couldn't tell lol sorry. other than that- sounds sick; I used to take my fishy to the pet store or just the water so they could test the water or look at the fish and tell me what was wrong
