I'm a foreign student, and I'll be putting up at a hotel while I find an apartment. Is it possible to open a bank account with an American bank before I move into a US residence?

No. You'll need a US bank account with your new address on it.

We tried the same thing, except we were just in the process of moving. They told us it had to be permanent.

You need to get some phone number to some banks near where you will be staying. All bank have different policies, you really need to call and ask. I work for LaSalle bank and we require that you have proof of residency here in the U.S. However, you are a student, you may be able to work something out.

I'm pretty sure that Bank of America will let you do that.
