The number is the measurement around your chest under your breasts plus 4 or 5. If the measurement is even, add 4. If its an odd number, add 5.
So a 34 inch measurement would be a 38 band size. A 31" measurement would be a 36 band size.
To get the letter, measure around the breasts at the widest part. Take that measurement from the first measurement. One inch is an A, two inches is a B, three is a C, etc.
No way except for surgery to make them bigger.
Its not all genetics. My mom is a C cup and I ended up being a J cup.

The number measurement comes from how many inches it is around your back and under your breasts. Just because two women are a size C cup doesn't mean their breasts are the same size. A 36 C is going to be slightly larger than a 34 C. Because the 36 has more volume so the size of the actual cup is bigger.
But there is nothing at all wrong with having a small chest. Some guys actually prefer it that way. Just learn to appreciate yourself. Try some Victoria's Secret bras. They can enhance what you have, and they'll help you feel more confident. Any kind of push up should do the trick. Buy something that makes you feel feminine and confident.

There are several questions you asked.
1. For the measurements and the meaning, you can goto any internet sites that sells female clothings or even pick up any catalogs from those companies. They have details on the measurements. I am sure you can find it at VictoriasSecret, for example. essentially you need two measurements. The 32, 34, etc. is the measurement you take underneath you breast. The 2nd measurement is to measurement around the chest (top of the breasts). Obviously the 2nd number will be larger. The difference between the two will determine the cup size. If the difference is 1", it's A-Cup, difference is 2", B-cup, etc.
2. Breast size is one of the many things to make people (and you) feel how feminine a person is. Big boobs get talked about a lot because for guys, they are right there and quite "visual". However, you can be as feminine as you want without messing up what the nature gave you.

It's all to do with genetics, and when I was 18 I didn't have an A cup. I am 27 now, and haven't had kids yet, but now I'm a B cup. There is still hope, but I wouldn't worry I'm sure you look fine without. P.S. 32, 34, etc. is the measurement of the circumference around you chest,and the cup size is your actual breast.

34, 36, is your back size. The measurement around your chest. The cup size A,B, is your cup size . A is amaller than B etc. I would go to Victoria Secrets or use online and get a padded bra. Many girls wear these.

if you don't even have an A cup go to the gyno for a few blood tests.... the same happened to my cousin and it turned out she had a hormonal in-balance at had to be treated there explain her "childish" body.... its treated very easily don't worry........ on the other hand it can be genetics
