I recommend the previous answer as a first try, the Last Known Good Config, definately will not hurt to try it.

I ran into almost the exact same issue once with an HP VL420 model pc. Turns out there was an issue with the bios that could cause the hard drive size to be read incorrectly making the pc think critical OS files were not where they were expected to be on the Hard Drive.

The solution to that was a BIOS Update from the HP website.

I'd suggest looking at the manufacturer site for your pc or motherboard and seeing if there's a BIOS update for your pc. Apply it, and see if your PC boots.

If not, try re-installing windows.

Good luck

Try turning on the computer and repeatedly pressing the F8 screen. This should take you to a screen with Options to boot in "Safe Mode" or "Last Known Good".

Try "Last Known Good" first. The computer should boot using the same configuration as the last time it successfully loaded.

If that fails, try "Safe Mode".
