I have a dual screen monitor... While working in PhotoShop one of my toolbars got stuck. Any suggestions?

The toolbar is stuck on top the secondary screen. The blue bar is so far up that I can't double click on it to minimize it or move it. I've tried arranging the icons... I've tried restarting the program and my computer. Nothing works. Please help.

go to window/workspace and click on reset palette locations.

Lissa, increase the screen resilution on the second screen, you can then see the whole toolbar, drag it to a manageble position then change the screen resolution back to normal,
