Obviously it could only operate at 150 speeds, but is it okay to connect a SATA300 HD to a 150 interface?

In theory, yes, plus many drives has a jumper to force 150, but from real life experience, not always, I build a number of servers using this setup, and on many occassions, the server will boot, then hang, or simply refuse to boot at all, changing all the SATA2 to SATA1 solves the problem right away.

Yes, but as you have stated, with a 150 meg data buss your new SATA 300 will only transfer data at the lower speed, but there will be no harm done to either the drive or the computer.
