The U.S. government set a national Speed Limit of 55 mph during the 1973 oil crisis, although the Heritage Foundation claimed that the total fuel savings was no more than 1% overall. Is it worth 1% of fuel to drive 55? Most people would probably say no.

Why would lowering the speed limits improve mpg? I think you need to back your assertion up with some facts.

Originally 55mph was introduced as a way for the country to improve MPG. When the 80's n 90's hit & had cheap gas & people were driving SUVs they were more worried about going fast then saving gas.

Those who are concerned about increasing MPG can feel free to drive slow. We don't need yet another set of laws from the government limiting people's freedom. We have enough of those already.
Conversely, if I am the one buying gasoline with my own money that I work hard to earn, then I should be able to use it any way I see fit - and that means going 75 MPH.

People already don't follow speed limits. I highly doubt lowering them even more will cause people to improve MPG.
I think of it this way, if people want to speed and use up lots of gas that way, its their money out of their pocket, not mine.

We tried that, remember the old double nickels? 55mph? Nobody liked it, the truckers can't make any money, people didn't obey it and complained, and depending on the cars gearing doubtful if it worked at all. It was a scam, first it was to save gas, when that didn't work it was to save lives, now the idea is where it belongs, in the dumptster.

It will never happen no matter what the speed limit is people are in a hurry and will drive as fast as they have to you know what I mean even you get in a hurry , hope this helps
