Kentucky was not a "neutral" state but a border state. And they sent regiments to both sides. However there were still part of the Union and never seceded, which is why Lincoln let them keep there slaves in the emancipation proclamation. As with Missouri and Maryland

US (Federal) Money was used, but more of it would have been bank and state currency. Most states had there own money then and "greenback" or federal script was just coming of age

It tried to be neutral, which is perhaps the answer to the second part of your question. It was a slave state, but had strong connections to the North, therefore it tried to play both parts. Generally it used the USA Greenback, the only money that was worth anything.
