I am thinking it was Dennis Miller but not sure.

It's from the '60s, I believe. People believed that the government had a way of reading their minds and that if they put a hat on their heads made of tin foil, it would block the transmission of their thoughts.

I'd bet, however, that most of the people who use it here only use it because they've heard others use it, and have no idea what it really means.

I've been told to take off my tin foil hat when simply objecting to Bush's war policies, which has nothing to do with psychotic paranoia at all, but is based on his crappy job performance.

I'm not sure how far it actually goes back, but I do know it pre-dates Dennis Miller. I remember references to tin foil hats well back into the 70s. Had to do with repelling mind control waves and alien influences.
