just look at the present situation of india before answering!

We live in Democratic country where law of land is above all. We follow a Constitution that provide us lots of fundamental rights & one of these is Right to life under Article 21. Right to life does not mean that in order to live we get right to kill some one even if he or she does so or try to do so against us , no doubt right of self defense as provided under the Penal Code of India allow us to protect us from any harm to our life or property but that too is with some conditions the provides the limit of using such right of self defense, & in no manner bullet for bullet will be covered under this right of self defense in a literate sense. If we get harmed we as a victim set the ball rolling in the legal arena which may be time consuming but the result always satisfy us in the end, but if we do the same mistake which was done to us we face the law on the other side of the court. So why keep the law away from us let us be with law & hit the law breaker untidily & punish him or her for the best.

Absolutely Not. Because if everyone follows this policy then no one will survive because bullets are always available in numbers several times the number of lives. If someone kills someone then someone will always be available to kill someone. If Gandhi ji used to reply the Britishers by bullets like others then Britishers had always punish them to death sentence and they did because they had right to do that, result, an end. This policy still has the same result.

Generally NOT but sometimes YES.
If you or your agent takes up the bullet then I have got the right to take the help of bullet for self preservation.

No. Even at the worst situation, our beloved Mahatma has not accepted that and I am a follower atleast in the case of Satyagraha will oppose the principle "bullet for bullet".*

It is a late policy and leads you to go for revenge .Be smart,your bullet should come first and fast.
If you are not going for bullet for bullet policy be prepared to be a prey.Animals are fit to be hunted .

If it relate to individual . the reply is no.
doing evil to anybody for whatever reason it permanent ally damage our life.It begin a sorrow full state of mind'' some time our act may lead a miserable life.

if it relate to government - the reply is yes
because it is the basic duty of the government to save its
citizen from the aggressors. because the aggressors. only
understand the language of bullet for bullet.
