This new video card I want has a 400 watt power supply minimum. What is the easiest way to tell what power supply I have, and then how can I make it more if it is not enough?

EASY, just remove the side panel and take a peek. The power supply sticker label is usually facing outwards but sometimes it is at the bottom.

Newer cards take their juice mostly from the +12V rail. A good power supply nowadays should have its wattage mostly on the +12V rail(s). Do not rely on minimum power requirement. You will just run the power supply or basically the +12V rail at FULL load and it will be HOT.

You can either go to the website of the manufacturer of your computer and look for the specs of your model or you can remove the cover off your computer and read the label on the power supply. There is no way you can make your power supply anything more then what it is, so if you need a 400 watt you will have to install one if your computer doesn't have one but you need to make sure your computer is capable of handling it.

open the back cover and check out the SMPS, its written on it.
