1st floor unit: The vents are blowing non-cold air, but the outside compressor is not working. The fan is not turning. I checked the breaker box switch --- its on. I checked the outside A/C breaker box. That is on too. The unit is around 9 years old. What could be wrong? The unit is a Carrier. The 2nd floor unit works fine(they are both separate units).

Yes...i just checked...it is humming very loud...and getting very hot...but fan is not turning...fan can be turned manually. Funny, I know it was not making before. Thanks.

Sounds like the outdoor unit (the condenser) has a bad fan motor. Not uncommon. Don't run the system like this or you will be buying a new compressor. Very expensive. Get it repaired by a licensed contractor.
This is called a "split" system. The circulation fan in the indoor portion moves the air for the heating and cooling and sounds like it's working fine.
The outdoor part is the condensor and has the compressor unit and a cooling fan that pulls outdoor air through a radiator coil. The fan that is not working is what moves the air through this radiator. Without this fan running, the compressor will overheat and burn out very soon.

cut system off wait 8 hours . go outside to condenser and have someone turn on ac (Note you may have to wait 5 to 7 minutes if there is a time delay on your unit) listen for a single click which would be the contactor starting the unit. if you dont here nothing problem could be anywhere tstat, safety switch,low voltage wiring, contactor coil. if you here the compressor come on without the fan you will know its the fan motor, fan capacitor or power wiring to fan

does the outside unit humm? turn it off see if u can turn the fan blades with something . if not the fan motor is frozen up most likely.if the fan turns freely,could be the start run capacitor, if not compressor, worst case new 1

you just bought a new outside system (worst case scenario)

get a tech to check it - could be something you have overlooked

and if you do have to get a new one - it will be vastly
superior to a 9 year old model -
