If you have a valve on top of your water tank, you need to add air there. If not, shut off water supply to tank, drain as much water as possible from faucet FURTHEST from tank and close. Then , open a faucet close to tank to allow air in, you should hear a gurgling noise. Close faucet, re-open supply line valve and try it out. May take several tries this way.

You can install water hammer arrestors from a store or make your own. To make your own, you need to cut into the supply and outlet pipes above the water heater. Install a tee and a piece of pipe about 8" long with a cap on top. Install this with the piece of pipe going straight up. Included a link for purchased units.
