First of all, you're facing some kind of overheating problem. 59c in idle condition is not right at all. Check your system hardware like the CPU heatsink fan mounting is all in place properly. Also make sure the fans are all working including your casing fans if any. You might also want to make sure the heatsink is in proper contact with the processor, they usually require thermal paste to be applied to the surface of the CPU. Lastly, make sure the heatsink is clean of any dust. Dust do collects in between the fins and requires cleaning from time to time.

That should solve your CPU overheating problem, but it may or may not solve your problem of unable to switch it back on after 20 mins. AFAIK, overheating may shut your system down but it shouldn't prevent your system from booting up again unless the hardware is damage, which obviously is not since you can turn it on after 20 mins.

If you've fix your temperature issue and still unable to solve the shutting down / unable to restart issue, you might want to have your Power Supply Unit check. Those are common symptoms of a PSU about to reach the end of its lifespan, usually leaking capacitor.

It could be Over Heating Problem or a Power Supply Fault.

1- Over heating could make processor halt or even damage and as a protection, there is a setting in the BIOS CMOS (at start up press F2 or DEL to go there)
and set the Temperature to a little higher level, say 70 C.
check the CPU FAN and Move your PC to a location where there is better ventilation.
I suggest installing extra chassis Fan.

2- In case of Power Supply Unit (PSU) problem, your PC is at it's Maximum power consumption therefore it takes this power through PSU, and this may have a problem with high wattage consumption, so it crashes the system, and after the capacitors are discharges the PC can restart again.
You may replace the PSU with other with higher wattage, or leave a space between the back of the case and the wall to allow a better ventilation.

Regards,
:)

Paste some heat sink paste on the processor this is due to the over heating of the processor only check for the CPU fan is rotating properly or not and put an extra fan in the system box.
