My friend told me that when you get the national pokedex you can go there is this true?

No, not at all. The reason why in Silver,Gold or Crystal Versions can go back to the Kanto region is because the 2 regions are combined or linked together which makes it a massive land made up of 2 regions . I think what you're friend is trying to tell you is that he thinks he knows what's in for Diamond/Pearl even though he may not have finished the game or he's just guessing even though he hasn't tried it yet.
He's probably lying to you to show off that he's good at Pokemon well trust me, I have been in many situations where most of my Pokemon Friends or Maniacs have lied to me about getting a Jirachi by using a Wish Tag and when I kept on asking them about that stuff they finally confessed to me about lying lol. So why not try to ask your friend about it?
But unless you're friend just thought of it from a rumour then why not try looking in one of those sites that the dude above me posted?
Anyways here, check these websites and see if they mention anything about the Johto Region Comebacks at all.

No, you cannot go to any other regions in Pokemon Diamond/Pearl aside from shinoh. You do however, get to go to a nice sized island afterwards where you can go to battle tower, get new Pokemon, battle new trainers, catch a legendary etc.
