You mean taken out of their country illegally, like in Italy!

Usually if you want a criminal you charge them and deal with the country in getting them here for trial. If you just want to kidnap them, take them to a CIA torture camp and return them when they can find nothing, that is illegal. That is why Italy currently has warrants out for several of our CIA operatives!

We would have a melt-down if it happened to someone in the US!

You apparently have no concept of international law. US law does not apply everywhere in the world, nor does the US arrest anywhere in the world.

It only "arrest" people in countries that have a pre-existing extradition agreement, and only if the country agrees with the warrant for arrest as per international law.

Don't they teach you idiots anything in that stupid little country you come from?

Americans are subject to the laws of other countries when they commit crimes. They can be tried by the local courts in any country and could be validly imprisoned.

Yes they can. Depending on the seriousness of the charges the U.S. Gov. may even help to extradite the accused person.
