Though there's no use of connecting to peers in a VPN, i need to know understand its working without the router and internet. Plz help!!

You can use PPP SSH which should already be installed for setting up a quick VPN. (since all it does is connect a tunnel to an already existing LAN - it wont do much for you other than require some more LAN addresses)

Without the internet and a router you can't unless you want to use vpns on the network which is totally useless..
