Thank you for you answers. So as soon as an outfielder touches the ball, assuming your on a base when the ball is touched you can run, regardless if the ball is caught or not. When in the rule book does it discuss this.

On a fly ball, a runner may leave the bag legally when the fielder first touches the ball as he is making a catch.

As soon as the fielder touches. Otherwise, theoretically a skillful outfielder could juggle the ball into the infield and the runners would have to hold. Once the ball touches the fielder, the runner may tag up and advance and his own risk.

you have to tag up but as soon as the fielder touches the ball is ok to run, if you leave before the fielder touches the ball you may be called out for leaving the bag early, depends on the play situation

As soon as the feilder touches the ball, if it is a fly ball to the outfield, otherwise the infield fly rule applys. If it is a ground ball you do not have to tag up.
Infield fly rule the batter is out

if the ball is not caught you dont have to tag up at all.
