Think about it - your team has just blown a huge game at home, and is about to have to play on the road. It's a 2-2 series, and momentum is not in your favor.
Sending out your 8th or 9th best player to take out the other team's MVP, in the vicinity of the other team's bench is pretty good strategy.
At the very least, you KNOW that some of the other players will retaliate. If any of them come off the bench, the NBA automatically suspends them for a game. On top of that, you might get lucky and hurt the MVP also as a bonus.
In this case, even though Nash is OK, Pop has got to be pretty pleased that Stoudamire, Diaw, and possibly Bell may sit out Game 3, all for the low, low price of Horry. What a deal!

Alice, you're selling Popovich short. 'Class'? What the hell is that supposed to mean? You think he coaches so that people will think he's a classy guy, or to win?
When I say it's a brilliant strategic move, I mean it. Pop is a great coach. I don't think he's enslaved to your or anyone's notions of what's honorable & fair.

Likewise, Horry is a smart player - he's been in the league for FOURTEEN YEARS and has never been implicated in this kind of crap. He's always level-headed & cool.
You're the one with no faith in him: is it more likely that he uncharacteristically freaked out & lost his head, or did something you would call 'dirty', but that required a great deal of intelligence and may end up saving the series for his team? Which sounds more like him?
