Yes, the government can track you down if you say "You are going to do that" That is considered a threat against a federal official. All someone has to do is contact the right officials and if you have been convicted, have mental health issues, etc., you could find yourself incarcerated.

Yes. According to 18 USC Section 871:

"Whoever knowingly or willfully...deliver(s)...any threat to take the life or of to inflict bodily harm upon the President of the United States [or] makes any such threat against the president...shall be fined not more than $1000 or imprisoned nor more than five years or both."
