Definitely keep in mind where you will be working. Traffic here is terrible (with limited roadways and routes) and gas prices are going up. (Something else to keep in mind is that traffic is usually worse over the summer when the tourists come) If you are going to be working in Virginia Beach, you don't want to have to travel thru the tunnel every day, and vice versa, if you can help it.
I personally wouldn't choose to live in Virginia Beach, Portsmouth or Norfolk, but that's just me. Each area you named has good parts of the city and bad parts.

I'd recommend either Virginia Beach or Chesapeake. The rents a bit cheaper in Chesapeake and it's more rural, but nice. Only adds 15 minutes or so to your husbands morning commute to work. You won't find much in that price range in the Hamptons. That is a very rich and exclusive area. So is Newport news. I would not evan consider living in Norfolk or Portsmith. Way too much crime in those areas.
