This is just a guess. When someone profess' to have great knowledge about a field they do not participate in they are said to be an armchair..... Critic, Physiologist, athlete, etc.

Perhaps this refers to a group of these advocates who have a common elevated opinion of themselves.

The sentence would probably have to be taken in the context of paragraph to be properly understood.
