Letterman - he had a show longer than Leno.
However, I remember Johnnt Carson doing the headlines before Letterman had his own show.
By association, since Leno took over Carson's show, you could say that he's had it longer through inheritance.

Letterman was doing headlines long before Leno. Leno stole a lot of David's ideas. Like going outside on the street and talking to people (making them look stupid) and headlines. I can't wait for Leno to leave ....2009!

Deal is Letterman has been on the air longer than Leno..
Carson did it first and when he retired he all but named Letterman his successor and was quite pissed when NBC ignored his wishes and hired Leno. Since NBC owned the Tonight's Show rights Leno does it now and Dave does something similar called "Small Town News" - probably with Carson's blessing.

I really think Johnny Carson did the headlines way back when. These two are just continuing the segment.
