well,let's see.

if you are a student of class 5, you don't need to worry now.you only need to attend classes,giving full attention to whatever the teacher teaches.practice a lot,use wren and martin,that's a good book.try to participate in elocutions and such other oratory competitions.

if you are in class 9,you should get serious towards this.do everything as written for a 5th grader.apart from this start interacting with people around you,in ENGLISH.read novels,magazines trying to learn the usage of words in sentences.use these sentences when you speak.

if you are in some college,you have already wasted a lot of time.you need coaching under the guidance of a good teacher.you need to remove hesitation and interact with other people(this is a common problem that i have seen with many guys trying to learn english late)

lastly,i will say that no one can be thorough in english grammar or grammar of any other language.we can always improve and the scope for improvement never ends.practice is the key.

The best way to get through English grammar is to go to class every day, even if it seems to be difficult to understand.

Next, find someone to help you understand your homework (It won't help if they do it for you). It doesn't have to be someone in your class. It can be a parent (if they have the time and knowledge) . It can be a person who has already taken the class.

Talk to your teacher to see if she has any suggestions (like tutoring) Let her know you are interested in working hard to do better.

Then, work hard. Don't give up. It will get easier.

If you are in the initial stages of learning then try your hand with "Wren & Martin". it is one of teh best books which can help you.
Interact as often as you can in English. This would help you to improve gradually. There is no short cut to learn English.
