One of my 4 neon tetras (one died) has a faint red spot (than the other ones) and is not joining the school of the other three tetras. I read somehwere that these are two symptoms of Neon Tetra Disease. I looked at the other tetras, and he IS NOT fading his color for the night. Should I be concerned and quarantine him?

While those are 2 possible symptoms of Neon Tetra Disease (NTD), they are also symptoms of several other potential diseases as well as several things that would be no reason to worry at all. I would leave the fish alone for now and see how it is tomorrow. NTD is only transmitted to other fish if the infected fish dies in the tank and the other fish eat part of it, so if that's the case you have a little time to be sure. If it is NTD you would need to euthanize the fish as it's not treatable. If other symptoms of other diseases show up, then you will know and we can address that potential problem.

I agree with MM, except I would quarantine the fish. If it dies overnight or when you're not around to scoop it out, the other fish may start feeding on it. It may just be a bacterial infection it has, that's usually what red spots/ulcers are a sign of-not all the time though. Either way, they're not a very hardy fish, they die too easily, so I'd QT him.

Fish Ecosystems are always an interesting thing i would suggest quarentining him cuz i say its always better to be safe then sorry and its better then losing more then one so yes i would quarantine and i would definetly set up a small tank for all new arrivals just to make sure nothing is worse then introducing a cheap fish that u got for 1.99 into a tank full of fish you have had established for awhile and lose your old fish that you have cared for
