Assuming you want to be based on the Strip (most people do) I recommend trying to get into one of the following: Paris / Ballys / Flamingo / Caesars / Mirage / Imperial Palace / Harrahs / Barbary Coast
The reason being that they are central so you won't have a massive walk everytime you go out. I have stayed in Luxor and it is annoying being faced with a massive hie everytime you want to go somewhere else.
The hotels I have listed are a wide range of prices and you should be able to get a good deal from one of them.
If you want to stay Downtown / Fremont Street I recommend 4 Queens / Golden Nugget.

The Tuscany Suites is a very nice all suites hotel and casino with an italian theme. It is off the strip so they always have much better prices than the strip hotels. The bonus is that the Tuscany is located right behind Bally's so it is very close to the center of the strip. The rooms are spacious and clean and the grounds are very nice. The casino is nice but small and not very busy. I stay there because of location, rooms, and price.
If you want the best and are not worried about price then you should stay at Venetian, Wynn, or Bellagio.

Station Casinos now have $29.99 a night offers.
One person said Luxor another great place to stay.
Wynn is the top of the list.
Red Rock is also beautiful, and post with positive comments.

Depends on whether you want to stay on the 'Strip' or not--I vote for Luxor (on the Strip)...
The hotel is Egyptian themed and so are the actual rooms. It is a very nice hotel for not a lot of money.
