A University English lecture told us the usage of this term " We welcome enquiries from exporter (from within & without Taiwan)" is correct and only used by very high intelectual scholar. Is the " from within & without Taiwan" really correct?

Your use (of Parenthesis) complicates the question.
Within and Without is a very old, seldom used expression. In this regard it is probably used by old timers who may be seen as highly intellectual scholars due to their age and experience.
It refers to, open source, ie more than one, so 'exporter' should be plural.
What it basically implies is; We have a product in Taiwan and are interested in the International Market. We welcome enquires from Taiwanese or Multi-National exporters..

I guess it should be "within and outside"...
