Sure, they could charge him. Anyone can be charged with anything...and you don't have to be "caught" in the act to be charged. They must have some sort of information about his past (how else could they make threats?), but they may not really have enough information to try him. It's hard to really know what they have and whether or not they can use that information. Plus, it depends on how old the information is and whether or not he could be charged federally (a lot of drug crimes are federal) as to whether or not a time bar as to whether he can be charged comes into play.
My advice? He needs a lawyer.

Cops are limited in what they can do. Per supreme court rulings, they can LIE to defendents to trick them into confessing and or be informants. If they have NO evidence on your friend, he can tell them to screw-off and the cops can't do anything to him. But you are not giving us all the relevant information. Did he CONFESS to the cops? Did he sign a confession? If so then your friend SCREWED UP. He needs to drop $250 and spend an hour with a defense attourney who knows the laws of his state. Or if you want to be a good friend...you can buy him an hour with a defense attourney.
A $250 investment for an hours time can possible save your friend a lot of trouble with the cops and ESPECIALLY the people he is narcing on...

He needs to get a lawyer pronto. Most crimes have a statute of limitations, which means that after a certain amount of time passes you cannot be charged with the crime. A lawyer will help him decide whether he is in any danger of being convicted, and whether being an informant is a reasonable option.
