Does "not getting hot" mean the burner is not kicking on? If so, it's probably the thermocouple. If the burner gets gas, it could be dirt or debris in the burner holes. this can be removed and cleaned out.

You really need to give more details. Is the burner lit and the water just not heating up very well? Is the gas turned on but the burner does not light?

If the pilot light will not stay lit you may need a new thermocouple. If the burner will not stay lit it may be that the fuel air ratio is off and needs adjusting. Some water heaters the fuel air ratio is fixed and you will need a new gas valve. If that is the case you are better off just replacing the unit.

If you don't have some experience working around gas you might want to hire somebody. Gas can be very dangerous in inexperienced hands.

The Thermocouple is a device that turns the gas valve on so it can run the burner. If you have gas at the valve and no pilot light the Thermocouple is probably bad. Follow the copper tube from the control valve into the burner area. If the pilot won't stay on it is probably bad. Get a new one the same length and it should be good to go.

Start with the thermocouple. You should be able to get one for under $10. They're usually the only thing that would need replacing unless it's a terribly old heater.
