This is NOT a minor scale! It is a B-flat major scale, even if the last note is a B-natural and not a mis-printed B-flat! B-natural in the key of B-flat is a flatted ninth. You would need a D-flat to get a minor scale.

Truth be told, before you go off exploring these arcian and often too wierd to use scales, I would learn the modes of the harmonic minor and melodic minor...Then your diminished scales (whole/half, and half whole), then the whole tone scales (pretty much useless in western music...maybe not useless, but used less, it has is a pretty one dimensional sound, and lacks resolution), before you go and learn these weird scales. A good book, even if you are not into jazz, for chord scale theory is Mark Levine's Jazz theory book.
