If it was installed in the factory, then you typically need to have it in working condition.
Federal law (in the U.S.) mandated the center tail light in about 2000.
Sorry; you need to replace the light bulb. Go to a auto part store and ask them for a hand. The bulb will probably run you about $2 and 5 minutes to install. Go to a dealer, and it will be a $7 bulb and 15 minutes (at $90 an hour).
Good Luck

Always try the simplest thing first. It is not unheard of both bulbs failing close together. They are the same age after all. Buy one bulb to be sure. At worst you will have a spare bulb! Clean up the bulb holder contacts with WD40. Then check the brake light switch which is normally under the pedal. It may be displaced or need replacing. You can test the circuit by circumventing the switch across it's contacts with the ignition on to see if the brake lights operate. After that it is a fractured wire which may need an auto electrician to find.

Actually it depends on the state laws in which you live in.
Most states do not require that the high mount(center) light be operational as long as the rest of them do.
besides you can fix the light cheap enough, about $2.00 at any auto parts store and they will most usually even put it in for you for free.

It depends on where you live. In some states, you need two working brake lamps, in others, both of the outboard brake lamps must work, while in yet others, if it is a lamp, it must work.

It is a light that is out and you can be pulled over by police if they want. Easy ticket. And if you had a drink, well now they have you.
