She changes her diaper at 9-11 and then again not till she wakes up at 7-9 and she is dry, so she doesn't change the diaper.. then at around 10-11 she wets the diaper, why is it taking so long and why isn't she urinating?

The baby is definitely dehydrated. She should be drinking more and having something like 8 wet diapers a day (I forget the exact number they recommend, but it's something high). Ask the pediatrician about Pedialyte. We mixed some in with our baby's bottle to keep him hydrated when he was sick. I would give the doc a call and ask to talk to a nurse. You should never be afraid to call the pediatrician if you have a question.....that is, after you check yahoo answers. ;)

Thats not very often. I would call her doctor and ask. Babies that young should be making a steady wet diaper every 2-4 hours at LEAST.

The baby is not urinating enough, your friend needs to take the baby to a doctor to check for dehydration. Dont muck about babies can get very sick from this.

dehydration. Call the doctors office now. Pediatricians will help you in the middle of the night.

Dehydration is a terrible thing, and can kill the baby.

Get that child to the doctor if she is drinking enough fluids. Sounds like the baby is dehydrated and needs to be checked.

She needs to call the pediatrician and ask. Babies at that age should be urinating pretty frequently.

If the baby is not urinating then she is not feeding well.Dry to let your baby drink more and she will have a good pee.
