The probability of winnig is 3 in 1000. The probability of losing is 997 in 1000.
The way you get this is, probability of an event is defined as
Number of ways event can happen divided by
total events possible.
Here, there are 3 ways you can win, that is, three winning tickets. And there are 1000 total events, that is, 1000 tickets. So the probability of winning is 3 in 1000.
On the other hand, there are 3 winning tickets out of 1000, so there are 997 losing tickets. (1000 - 3 = 997). So the probability of losing is 997/1000.

Probability:

(# of successes) / (Total # possible)
3 winning tickets are the successes
1000 tickets sold are the # possible

so 3/1000 is the probability of winning

by the same token
Probability of failure = 1 - Probability of Success
1 - 3/1000 = 997/1000

Assuming you buy 1 ticket and all 1000 tkts are sold, your probability of winning a prize is 3/1000. Your probability of not getting a prize is 997/1000.

Ask your teacher these first. What is the probability of not selling 1,000 tickets? Would there be 3 prizes if the tickets sold are less than 1,000? (Extra points for you if you ask your teacher)

p(winning)= 3/1,000 (# of winners/total) = .3%
p(losing)= 997/1,000 (# of losers/total) = 99.7%
