Because the US granted Phillippines it's independence in 1946 after WWII...it's now its own country!

Allow me to clear your mind, at least partly. The Americans came here for some reason. We didn't wave our barongs and said to them to make the Philippines their territory. It is our white brothers that keep shoving in our face the so called "American Dream". During the American occupation, they brought us education through the so-called Benevolent Assimilation to pave the way for self-governance when in fact every major treaty was one-sided. What did McKinley called it, divine sanction? Would you send your army halfway around the world for nothing? Not even a barrel of water? If the Spaniards didn't came to Cuba, then it would have been a different story.

For the same reason that many in the United States wish to restrict immigration. The values of the great peoples of the Philippines differ significantly from those of the majority of the people's of the United States and no one in the United States wishes to see a revolutionary change in the directions of American politics.

I might guess for several reasons:

1) The wars/battles we've fought on those particular islands (including one for our own naive, expansionist policies at the height of spreading colonialism among Western nations, late 19th century) haven't left a nice taste in the mouth of U.S. voters and policy-makers, possibly as a result of

2) The cry for freedom that rises from the Filipino population, and the resulting violence/terrorism that follows, as Americans begin moving in and taking over; also

3) The possibility that the Philippines lie distinctly in the western Pacific, and therefore near the Asian sphere of influence, and could become simply another island/country which may eventually need military protection, and/or cause international disputes between the U.S. and China; and maybe

4) The Islamic religious influence there, and the expected arguments/ disagreements/ resentment that might well up from too much of our Christian/American involvement in the region.

The Philippines doesn't want to become a state, does it? I thought they were very happy being their own independent country. I don't think the US usually absorbs countries that do not want to be part of it. Puerto Rico is not 100 % happy being a territory and most native Hawaiians resent the sugar planters revolution that overthrew their beloved Monarch Queen Liliuokalani. So it would be a mistake to try to absorb tens of millions of Filippinos who might resent it.

The neocons consider every country on earth to be another US territory. No sense in limiting it to the Philippines.

I didnt know they had applied.

Even if they did, it is likely that they would be rejected for the following reasons.
They would be the poorest state with a large population that would give them large amounts of power in the House and Electoral College.
They are far away.
They dont speak English - try selling this to Americans.

Those are the main reasons, there would be countless others.

The next state is likely to be Puerto Rico or Washington DC.
After that the only realistic possibilities would be Canadian provinces - this would only happen if Quebec succeeded and Canada fell apart.

Because, quite honestly, most Filipinos would rather determine their own destiny. Like former President Quezon said: "I'd rather live like hell under a Filipino government than live like heaven under the Americans."

my first thought is because the US Government cannot take care of the 50 states it aleady has, much less add another burden.
