Maybe you have poor circulation like me and my Mom. The only thing I've been told that helps is Flax Seed Oil, but I never remember to take it on a regular basis, so I really have no proof if it helps or not!
But all of my warm friends always want me to put my hands on the back of their necks - I'm like a walking ice pack...

Because Someone willed it.
See, there was someone called Someone, but someone thought that Someone should change his name, since it was confusing everyone. Someone didn't agree, and due to strange capitalization rules you will never know if it was Someone or someone. But in the end, he didn't, and went on to become a lawyer... for God.
He's the real one running the show... being able to exploit the legal system of reality makes you pretty powerful, you know. So he probably sued your region for overusing its heat resource and as a result, you are cold.
Sorry, but nobody knows the legal system better than he... you are fresh out of luck on this one.
Have a muffin. They make things better.

I'm feeling cold too, got the heating on full and got my coat with me. I dunno why I'm feeling this cold when it's almost Summer time!

You forgot to dress again didn't you.....we've been through this, if you forget to put your clothes on again it's the electric shock treatment for you.
