They cant go over 200000, if they go over they will strecth way too much and will need to cut somewhere, like in the navy... They are about 702 US millitary bases outside the US, so you need to keep a certain amount of troups down there to keep a relevant tactical position, if you make it to thin, then some governements will ask for the withdrawals of those bases in their territory as they cant fulfill their obligations toward the host country...

we do not have that kind of manpower. Our military is broken and will take approximately a decade to fix according to some estimates. (Replenishing equipment and soldiers) Even the officers are leaving in droves when their commitment has ended. THAT is a genuine sign that the military is broken.
