It sounds stupid or goofy at first, but honestly it's probably nothing more than he's comfortable there for now. As long as he is swimming ok and eating then you really don't need to worry at this point.

There could be a couple of reasons he isn't out with the others. You mention that the fish are new, so he may just be adjusting to his new surroundings. In that case, he'll be out and swimming with the others soon.

In the case that he isn't then there is a problem. I'd start by looking at the type and size of this fish. Is he smaller than the others? They might be bullying him. And if he's a different type of goldfish (a fancy with an egg shaped body and double tail), then he may not be as good as a swimmer (if the others are streamlined with single tails) and he's staying out of their way. This can become a problem if the others are faster, because they can get to food faster as well, and he might not be getting enough to eat. Another problem fancies have because of their body shape is that they do need to rest more often, especially if your filter puts out a lot of water movement. You might try adjusting the flow a little so it's slower and see if this gets him to be more active.

Lastly, you should consider water quality and parasites/disease. Sitting on the bottom (lethargy) can indicate too much ammonia and nitite in the water, especially if you notive rapid gill movement. This should affect all the fish, but the one might be slightly more sensitive to your conditions than the others. Since it is a new tank, I'd suggest testing the water (or having a pet/fish store test a sample for you). You can also try a 25% water change to see if that helps. If not, check your fish for parasites, including the gill area.

could be the temp of the water, if too cold, they will stay in one place. If he is just getting used to the other fish, they may not be accepting him. Just like the outcast in school, the others are ignoring him and he is an outcast...
can you get him his own fish bowl for a while and see if he moves around then?

people are idiots. goldfish arent supposed to just sit there. if its just sitting there, its probably sick. they dont just sit there because they are lazy. goldfish like cool water. if its too warm, thy get stressed. room temp is good. without much info, i cant help u a whole lot. the other fish are dong good, so its probaly something with the fish, not the water. goldfish can actually live several years. try adding some stress coat to the water. it could be several problems, including but not limited to: stress, internal parasites, external parasites, bacteria and/or fungus.

Sounds like it MIGHT be sick. Do you have an airstone and gentle aeration in the tank? Goldfish need lots of oxygen.

How COLD is the water? Altho Goldfish are cold water fish if the water is TOO cold they might start moving reeeaal slow like they were hibernating.

you may want to try different size bowls/aquarium.. my fish was 'depressed' when i moved it to a 10 gallon aquarium and would not move around much. It was very active in a smaller bowl

He's probably just a lazy fish...but do you know his age? That could have something to do with it...maybe it's sick
