At the end of Order of the Pheonix (just before getting on the Hogwarts Express for London) Harry talks to Luna.
Her mother died while trying to do a spell poorly. That is why she can see Thesrels (excuse spelling). So she was a witch.
Her father is a wizard.
She is in Ravenclaw.
But "Pureblood" may be a title other elite wizard families call each other ... none of them want to accept ties with Looney Lovegood.

Technically, she's not Muggleborn but she might not be pureblood either. Both her parents are magical, but it's possible that one of them is Muggleborn. For your story, you can make her half blood and "up" on the magical-blood level. In fanon, it's all right if she is pureblood but no one will mind if she's half-blood either.
