I have been attempting to locate the vehicle but get dead ends from the debt collector. I consider my property to have been stolen and want it returned immediately. What should I do?

You have the right to reclaim anything that is not bolted, screwed or glued on the vehicle..contact the collector and tell them you will be filing a stolen property report because they fail to hand over your personal stuff.
Then You file a small claims court case against them for the loss...the repo guys probably stole everything by now.

Your only recourse is to try to sue the relative who's vehicle your personal belonglings were left in for the fair market value.

only the owner can claim personal property

You are entitled to your personal belonging as long as they are not part of the car.
