It depends. In places where they do it it's usually after birth while in other nations (all other industrialized nations except in the USA, and the rates in the USA are falling; it's as low as 14% in some states) guys aren't circumcised unless there's a need to.
Of course it hurts; you're dealing with one of the most sensitive body parts being cut off. Adults can get put to sleep, though, babies can't. however.

In terms of religion (Jews/Muslims) the first poster gave you the details.

No age is a good age. Studies prove that babies do feel the pain of circumcision and that it is possible that this can cause underlying psychological issues in later life.
It is often an uncomfortable and often painful operation as an older male.
There is almost no reason to circumcise males in this day and age so don't even think of having it done yourself. Stay the way that nature intended. All this 'hygiene' bullsh*t from the pro-circ lobby is just that - bullsh*t.

Circumcision can be performed at any age. Most males are circumcised as babies, but those who "miss out" can get it done later. Of course it does not hurt - we live in the days of anaesthetics! I was circumcised as an adult in response to my (then new) wifes preference for a circumcised partner and it did NOT hurt at all. Even afterwards, during the healing process I had only minor discomfort. People talk rubbish about it being painful - it would of course be painful without anaesthetic but so would going to the dentist! Circumcised men enjoy better hygiene, comfort, appearance to women, self-esteem and FAR better sexual sensation for both themselves and their female partner(s) during intercourse. There are no disadvantages to being circumcised and I would not have a foreskin again for all the tea in China!

Only about 15% of men worldwide are circumcised. The 85% who got to keep all their man parts do just fine. Just refuse to have it done. Of course it hurts -- it's a very sensitive part of the body. Some men report being in relatively little pain for a week or two, while others say it is the worst pain they've ever experienced and goes on for months. And you will be permanently mutilated and unable to fully enjoy sex for the rest of your life as much as you would if you had stayed whole. JUST SAY NO TO GENITAL MUTILATION!

Boys usually get circumcised as babies. Not many can tell you if it hurt because it was prior to their ability to form memory. Some older men do decide to get circumcised, but I couldn't tell you if it hurts.

Usually at a very young age, often only days old.
Hurt? Ever heard a child scream 'bloody murder'? While we guy folk may not remember the occasion, I suggest that it does hurt like heck!
Good thing for somebody that I don't remember that day!

Thank goodness I have a daughter and didn't have to make that decision.

Guys do not usually need to be circumcized. Men's bodies were designed by God to function just fine, and the vast majority of them do. If a medical problem develops, circumcision may be required. But there's no need to be pre-emptive - no reason to poke your eye out just in case you might develop cataracts later!
