Glue has to dry to set, and drying glue requires exposure to air.

If you think about it, glue will dry on paper, and on your skin. There are ZERO holes in the bottle...so what do we get? Oxygen. Oxygen dries up the glue. simple as that.

The type of glue you are describing creates a bond by filling into cracks or crystal structures.

Glass is amorphous and doesn't have the nooks and crannies for the bond to form.

because it is not exposed to the air. if you left the cap open it would though... it may take a while, but it would dry out.
