Yes, it is legal for them to arrest him under the Laws in California and he is likely to serve the appropriate jail sentence.

No accredited University would ever take the chance of ending up in litigation over an undergrad, or even a Grad or Doctorate level's student searching and downloading porn off the internet for any reason.

Randy is a perv that has screwed himself (just mega-rich with expensive lawyers Pete Townsend from the "Who" or Gary Glitter that claimed that they only downloaded underage porn for "research" purposes for their books).
