I am intrigued by thought of panning for gold and was curious if there were any places in Arkansas that a person could do this.

Are you sure you meant GOLD? Arkanas is famous for it's Crater of Diamonds State Park as it is "the only diamond-producing site in the world open to the public".

It would depend on where you're panning.. this link: http://www.treasurefish.com/arkansas%20metal%20detecting.htm states that most placer sites are on National Park land... so you'd have to check with their rules.
