First you must retrieve the Exploration kit from a man in Eterna City, AKA the town with the first gym.
Once you have it, go outside and use it. You will then be transported to the underground, which is where you can search the walls in order to dig up fossils.
Once you have the fossil in your bag, you can take it to the museum in Oreburgh (Sp?) and have the person to the right at the front desk change it into a pokemon. All you have to do is leave and re-enter the museum, and it will be ready for you.
