I bleieve it has to do with the plastic bottles the water is kept in. Also, I believe because the watr is stagnant there is a chance for bacteria to grow, especially since most water is kept in storage where it's dark. Not 100% sure about it, but I do know that plasticws have a rating of 1-7, where certain ones break down rapidly (#1 rating) and others take a long long time.
