Is your question 1/8 = what percent of 5/8?
1/8 is 1/5 of 5/8, or 20%.

1/8=%x5/8
.125= %x=.625

125/625=1/5= 20%

x % of y should be always translated as xy/100, so
1/8 = x% of 5/8 should be translated as
1/8 = (5x/8)/100
100 = (5x/8)*8
100 = 5x
x = 20. So 20%.
