The minimum requirement for Vista Basic is 512 MB of RAM and you're a little short. To get it run faster you need to have around 1GB of RAM for the Vista Basic. You can also try to turn off all unnecessary services on your PC and disable some startup programs. There are plenty of sites that can show you how. Powertoys just may work on Vista but i would not recommend it.

You need more RAM, 480 MB, is much too low for Vista, it suggest you should have at least 2 Gigs or better of RAM for vista.

Well, you started with a slow machine that will never live up to anyone's expectations. Sempron is like the Celeron, mostly cripple and slower that dirt. You will certainly have to add RAM. You can try upgrading to Windows Home Premium, but I doubt that it will solve your problems.

you have vista and only 450MB of RAM very bad. 512MB is recommended and also that video card not so sure but I know that if you want vista to run good at least get 512MB videocard as well but we are talking about a laptop here and you can't really upgrade your video card unless you are a absolute geek. Hehe.

XP Powertoys will probably not work in Vista. I wouldn't try it.

The RAM is seriously lacking in your computer for Vista. You should upgrade that first.

Assuming you don't want to invest in some new hardware there are some things you could do that will slightly increase your computer performance:

1. create a partition for the swap file
2. create partitions (if you have a large hdd)
3. regularly defragment your hdd

If you don't know how to do any of the above, check the link below.

You are lack of RAM, full stop...

Vista needs 1GB just to work, and with your CPU spec and that little memory, little wonder its slow as hell.
